Regular Meeting – November 15, 2011

Commissioner Greg McLeod established that a quorum was present and called the meeting to order at 18:00. The meeting was held at Station 1, located at 26109 Ridge Avenue, Ocean Park, WA 98640.  Attendance at the meeting included:

Commissioner Greg McLeod, Commissioner Fred Hill, Commissioner Tom Downer, Division Training Chief Mike Karvia, Division EMS Chief David Hood, Public Education Coordinator Connie Biggs, Captain Brad Weatherby, FF/PM Jeff Archer

Fire Chief Jacob Brundage and District Secretary Brandy Ferguson were excused.

Commissioner McLeod called for an Executive Session at 18:01 for Pension and Relief Board meeting.  Regular session resumed at 18:02. No decisions were made, as a quorum was not present.

Commissioner Downer made a motion to approve Consent Agenda, with corrections to Minutes of the October 18^th Regular Commissioner’s meeting, seconded by Commissioner Hill. None opposed; motion carried.

Secretary’s Report:

1. Financial Summary of Cash Receipts and Disbursements, September 2011 – Report could not be completed before District Secretary Ferguson went on leave. She will provide the report at the next meeting.
2. Monthly Budget Report, October 2011  - No questions.
3. Systems Design Report – No questions.
4. Grant Update – No questions.

Calendar Items and Upcoming Events:

1. December 2, 2011 – Santa’s Workshop. Community Christmas Party, hosted by Ocean Park Area Chamber of Commerce, Peninsula Arts Association, and Fire District 1.
2. December 4, 2011 – Annual Association Christmas Party. Sign up list at District Office.
3. December 20, 2011 – Fire Commissioners Board Meeting, Station 1, 6pm

New Business:

1. Modification of Budget Resolution is needed – Commissioner McLeod reported that Pacific County Assessor Bruce Walker contacted Commissioner Downer and stated that a mistake had been made in projecting the amount of money budgeted for 2012. In a later telephone call, Walker explained that the District had not included $30,000 in assessed valuations. Commissioner McLeod states that this error will be corrected as soon as possible, otherwise, the $30,000 will go into the County’s General Fund.

District Chief’s Report – Chief Brundage is attending a conference in Yakima. His report is attached.

Commissioner Reports

1. Commissioner Downer – Nothing to Report.
2. Commissioner Hill – Will be out of town for two weeks, beginning tomorrow morning.
3. Commissioner McLeod – A contract has been allowed for Kathy Minish to be paid by the District for her assistance while the District Secretary is on leave. Commissioner McLeod would like to amend the contract, to allow for her be paid every two weeks by Commissioner McLeod, who would be reimbursed monthly by the District.

Commissioner Hill made a motion to allow the stated revision of the contract, seconded by Commissioner Downer. Commissioner McLeod abstains. None opposed; motion carried.

Good of the Order: Commissioner McLeod commended the personnel on-scene last night at the motor vehicle accident his wife was involved in. It is clear by the timely response and efficient management of the scene, that the volunteer and career members are well- trained, professional, get along with each other, and care about their jobs and their patients. All of the District Members who were there did a phenomenal job.

Meeting was adjourned at 18:18, and reconvened at 18:19.

Commissioner Downer made a motion to authorize Commissioner McLeod to modify Resolution #2011-11 Adoption of 2012 Budget, to include the $30,000 shortfall. Seconded by Commissioner Hill. None opposed; motion carried.
